- BIOGRAPHY -

Victor Capellan was appointed Acting Chief Academic Officer/Assistant Superintendent of Curriculum and Instruction of the Fall River Public Schools in February 2009.  Prior to this position he was Director of School Improvement and Leadership Services since August 2008. In his capacity as Director of School Improvement, Victor worked with the Office of Instruction staff to initiate several school improvement projects, including the School Review Visits, the Principal’s Network and he also provided oversight of the Title One office.  While in Fall River he has placed special emphasis on addressing the needs of special populations and began the English Language Learners District committee.

Prior to arriving in Fall River, he served for four years as Principal of EBC High School for Public Service-Bushwick in Brooklyn, NY.  He joined the New York City Department of Education in November 2002 where he was part of Chancellor Joel Klein’s reform efforts in the capacity of Associate Director of the Office of New Schools. 

Victor also worked for the Providence School Department as Facilitator of the Parent Information and Student Registration Center and was a part of Superintendent Diana Lam’s advisory cabinet.  Prior to moving to the K-12 education, Victor served as Executive Director of the Center for Hispanic Policy and Advocacy a center that provided direct services and advocacy for the Latino community in Providence.  The center also ran an alternative school – the Bridge School, where Victor taught Social Studies and Government.  His career as an educator began at the University of Rhode Island where he taught in the Human Development and Family Studies program.

Victor Capellan received his Bachelor’s Degree in Political Science from University of Rhode Island in 1992.  He received a Master’s in Human Development and Family Studies in 1996 and Masters in Education in 2002, both from URI.  He holds the following certificates from the state of Massachusetts, Supervisor/Director and Superintendent and from the State of New York as Building School Administrator and School District Administrator.

Victor lives in Providence, RI and is very active in community activities and education reform efforts.  He has been involved in political empowerment action, including running for political office in the State of Rhode Island back in 1996 & 1998. 

He was born in Dominican Republic and came to the United States in 1983 with his younger brother to meet with his mother.  When he arrived in Providence, Victor did not speak a word of English.  He credits all of his accomplishments to the power of getting a quality education.  Today he devotes his professional career to ensuring that children have the same opportunity he had to get a quality education.
